How United Hampshire works
A practical guide to the current constitutional and governmental system.
United Hampshire and the Realm
United Hampshire is a British Civic Community. The United Hampshire Realm is the constitutional system through which United Hampshire is organised and governed.
Government
The United Hampshire Government is the central executive government. It operates through the Chief Minister, Cabinet, ministers, departments, agencies and public bodies. It also carries the central governmental responsibilities of Havenstead where those responsibilities have not been allocated elsewhere.
England and Hampshire
England is a constituent country within the settlement. Hampshire County Government is the government for Hampshire and carries England-equivalent governmental functions within Hampshire except where a function is reserved to United Hampshire central government or assigned elsewhere. The England Office manages the central Government relationship with the England settlement; it is not Hampshire County Government.
Parliament
Parliament is the legislature and is separate from Government. The permanent Parliament consists of the House of Commons and the House of Lords. During the present transition, the Committee on Transitional Government provides authorised transitional scrutiny; it is not Parliament and does not create temporary Members of Parliament.
Judiciary
The Judiciary is constitutionally distinct from Government. Courts and tribunals decide cases independently. Ministers and public administrators do not decide court cases simply because the underlying policy belongs to their department.
Civil Service
The Civil Service supports the Government on a permanent, impartial and professional basis. A Civil Service post is not a ministerial office, and a platform role or permission does not by itself make someone a civil servant.
Public bodies and services
Agencies, regulators, inspectorates, ombudsmen and other public bodies exist because they have particular functions and accountability arrangements. Their authority comes from their public function and applicable law or constitutional machinery, not from the Discord server, Roblox group or website they use.
Roblox and Discord
Roblox and Discord are operating platforms. They are important to participation and service delivery, but they do not create ministerial, parliamentary, judicial, police or public-body authority.
Membership and nationality
Membership is the citizenship status of Havenstead. A member is a person who holds that status. Nationality remains British.
