The Coth Ministry was formed as the United Hampshire Government for the next stage of the transition following formal establishment of the Realm.
The Government operates through the Chief Minister, Cabinet, ministers and ministerial departments. It carries central responsibilities across the Realm and the applicable national governmental responsibilities of Havenstead.
Central and devolved Government
Hampshire County Government exercises the functions allocated to it within the England settlement and is accountable through the Hampshire Chamber. The Coth Ministry does not absorb Hampshire County Government, the Hampshire Chamber, Parliament, the Judiciary, local government or other institutions merely because they form part of the same Realm.
Collective Cabinet government
The Coth Ministry operates through collective Cabinet government. The Chief Minister chairs Cabinet and provides overall direction. Ministers are responsible for their departments and portfolios and are accountable for Government policy, decisions and administration within their responsibilities.
Ministers
Ministerial offices are filled through the constitutional appointment process. A vacant office remains vacant until an appointment is made. An expression of interest does not itself confer ministerial authority.

The Civil Service
The Civil Service supports the Government on a permanent, impartial and professional basis. Civil Service recruitment is separate from political ministerial appointments.
Programme for Government
The formation announcement established the Government; it did not itself announce the Government’s substantive policy programme. The Government’s substantive policy programme is handled as a separate publication and appears on GOV.UH when released.
