United Hampshire Realm formally established

The formal establishment of the United Hampshire Realm began the transition from the former Hampshire Roleplay Community arrangements to the present constitutional system.

The United Hampshire Realm was formally established on 1 June 2026, beginning the replacement of the former Hampshire Roleplay Community organisational model as the constitutional basis on which United Hampshire is governed.

The Realm is the constitutional system through which United Hampshire, a British Civic Community, is organised and governed. Roblox and Discord continue to support practical operation but do not create governmental, parliamentary, judicial, police or territorial authority.

Constitutional institutions

The establishment recognised distinct institutions with different constitutional functions: the Lieutenancy, United Hampshire Parliament, the United Hampshire Government, the Judiciary of the United Hampshire State, Hampshire County Government, the Hampshire Chamber, the United Kingdom judiciary for Hampshire, and regional and local government.

The establishment of an institution did not mean that every office was already filled, every service had reopened or every procedure required for operation was already in force. Appointments, legislation, administrative preparation and service reopening remained separate implementation steps.

England and Hampshire

England is a constituent country within the Realm. Hampshire County Government is the devolved Government for Hampshire and is constitutionally distinct from the United Hampshire Government. The Hampshire Chamber is the legislature for Hampshire. Central and devolved institutions may work in similar policy fields while exercising different functions and jurisdiction.

Havenstead

Havenstead is a constituent country of the Realm. It does not currently have a separate devolved national Government, so the United Hampshire Government also carries the applicable national governmental responsibilities of Havenstead where those responsibilities have not been allocated elsewhere.

Parliament and the Judiciary

United Hampshire Parliament is the legislature and consists of the House of Commons and House of Lords. Parliament is separate from Government. The Judiciary of the United Hampshire State is also constitutionally distinct and decides cases independently within its jurisdiction.

Public bodies and public services

Departments, executive agencies, public bodies and operational services are distinguished according to function and institutional form. A police force is not simply a Government department, a court is not an administrative team, and a public body does not gain authority from a platform role or channel.

Continuity from HRC

Existing HRC records, assets, services and practices did not automatically disappear on 1 June. Useful material could continue temporarily while it was assessed and retained, amended, transferred, absorbed, replaced or archived.

This did not convert every former HRC body into a predecessor Government institution. Historical HRC arrangements must be understood according to what they actually did at the time.
