UH Community Transition FrameworkPDF, approximately 22 MB, 112 pages

This is the original PDF released on 21 January 2026. It opens as the historical document and has not been rewritten to match the current settlement.

Accessibility: the original is a large designed PDF. A current accessible explanation of the matters that remain relevant is available in United Hampshire transition and reopening: current position. The historical PDF remains available because preserving the original record is itself important.

About this historical record

This material is preserved according to what was actually published at the time. Later constitutional, machinery-of-government, territorial, legal and operational decisions are not written back into the historical document.

A historical use of words such as government, department, Civil Servant, citizenship, moderation, council, authority, police or appeal must therefore be read according to the arrangements that existed at that date. Similar wording does not prove that a present-day institution already existed in its current constitutional form.

Current position

The United Hampshire Realm was formally established on 1 June 2026. The current settlement distinguishes Government, Parliament, the Judiciary, Hampshire County Government, regional and local government, public bodies and public services according to their present functions and authority.

HRC-wide rule enforcement before the present settlement was community moderation and administration. Hampshire and Isle of Wight policing existed separately in the England-side roleplay and public-service setting and was not HRC’s national or central enforcement authority.
