The Foundations Statement was an early public transition statement published on 21 September 2025 while the move away from the former Hampshire Roleplay Community model was still being designed.

Why it is historical

The statement proposed or described several arrangements that were later changed, narrowed or replaced. Its language about statehood, departmental structures, justice, territorial organisation, the relationship between digital platforms and public institutions, and other matters does not represent the complete current settlement.

It is retained because it records an important point in United Hampshire’s constitutional development. It should be read as evidence of what was being proposed and explained in September 2025, not as proof that the present Government, Parliament, Civil Service, Judiciary, public bodies or territorial institutions already existed in their current institutional form.
